If you want to create an application for the FileZilla FTP client, you can download it in the Setup Store. Then, right-click and choose ’New Application’.

This is a Nullsoft Scriptable Install System (NSIS) based Legacy setup.
The ’Quiet install command’ box is pre-filled with best-practice settings:

Fzdefaults.xml configuration file

As of FileZilla version 3.3.3, you can also use the Fzdefaults.xml file to configure system-wide default settings for FileZilla. You can set Default Site Manager entries, Global configuration settings, set ’Kiosk Mode’ or Disable update check.

An example of this file with usage instructions can also be found in the C:/Program Files/FileZilla FTP Client/docs directory on a system where you have installed the client.
